Dave Engel, Special Counsel Email Address: dengel@nolanandheller.com Dave has been in private practice since 1988, focusing primarily on environmental law issues. His practice includes matters pertaining to solid and hazardous waste, toxic torts, real estate development and complex land use. He represents clients in Federal and State Courts and before a variety of regulatory agencies including the New York State Department of Environmental Conservation ("DEC"), the U.S. Environmental Protection Agency and the New York State Public Service Commission. Dave represents a wide range of business entities, municipalities and individuals. Prior to entering private practice, Dave held several positions with the DEC. From 1984-1988, he served in the DEC's Division of Environmental Enforcement ("DEE"), of which he was the Director during 1987 and 1988. From 1977 to 1984, Dave served as the DEC's Energy Counsel. From 1975 to 1977, Dave served as a Staff Attorney with the New York State Department of Agriculture and Markets. Dave is a 1975 graduate of Albany Law School and a 1972 cum laude graduate of Union College. He has authored several articles on environmental, land use and regulatory law issues, and is a frequent speaker on environmental and land use matters before professional and civic organizations.
