Howard, a lifelong resident of Albany, founded Nolan & Heller more than 40 years ago with his childhood friend, Mark L. Heller. His trial experience as a Marine JAG officer stood him in good stead in the early years of the Firm, when he pioneered a series of municipal annexation cases under the then-new New York municipal annexation law.

Howard was elected a New York State Senator in 1974, and served there for 20 years. He has also been active in real estate development and management, and developed considerable expertise in commercial real estate law.

There is scarcely a charitable or educational board in the Albany area on which Howard has not served, and his friends and acquaintances are legion, not only in Albany and across New York State, but nationally. Although he now practices part-time, he is available to the Firm and its clients on special projects.
