Terry has more than 40 years experience in lobbying, construction and insurance law, bank transactional work and municipal and industrial development revenue bond transactions. He serves as Counsel to the Empire State Subcontractors Association, the Northeastern Subcontractors Association, and the Albany County Business Development Corporation.
Before his association with the Firm, Terry had been a senior partner in several Capital District law firms, during which time he served as Legislative Counsel to various corporations and trade groups. Terry has also served as counsel to the New York State Senate Insurance Committee, and as Consulting Attorney to the New York State Consumer Protection Board and the New York State Environmental Facilities Corporation. He had been a nationally recognized bond counsel for 20 years, having structured and opined on numerous general obligation and revenue bond financings. He is also a member of the Construction and Commercial Panel of the American Arbitration Association.
Prior to attending Albany Law School, Terry was a nuclear engineer at the Knolls Atomic Power Laboratory in Schenectady, New York. He holds a Bachelor of Science degree from the University of Scranton and a Master of Science in Physics from Union College. Terry graduated cum laude from Albany Law School in 1971, where he was a member of the Albany Law Review and the Justinian Honor Society. He has lectured and written extensively in his areas of practice and has been an adjunct professor at Rensselaer Polytechnic Institute, the State University of New York at Albany, and the Albany Law School.
